If you type in to the address bar chrome://flags then find and enable "Enable syncing open tabs" then restart Chrome and then? you should see the option in Advanced Sync Settings. You should also see the new menu "Other Devices" in the bottom right hand corner when you open new tabs. You must enable this setting on each computer that you wish to use this feature on.
